NEIGHBORHOOD AMBASSADOR PROGRAM:  New program helps homeowners avoid scams - A new Arizona Registrar of  Contractors (ROC) program warns residents about the pitfalls of using construction, repair or remodeling companies that are not licensed.  The Neighborhood Ambassador Program provides both training and education to neighborhoods and homeowner associations in an attempt to stop home repair scams before they start.

Last year, more than 2,600 Arizonans filed complaints of violating Arizona contracting laws.  Arizona citizens were conned out of more than $25 million for these home repair scams.  Using the ROC as a resource, program participants and individual homeowners can determine if a contractor holds a current license, is in good standing, is suspended, has a complaint history, or is working with a revoked or suspended license.

Consumers who use licensed contractors may have recourse through the ROC's Residential Contractors' Recovery Fund.  This fund helps homeowners cover the costs of correcting faulty workmanship performed by licensed contractors.  By hiring someone without a license, a homeowner forfeits his or her ability to submit a claim to the Recovery Fund or to have the ROC require the peron to correct faulty work.  The Neighborhood Ambassador Program offers a hotline, 602-542-1525 or toll-free statewide outside Marcicopa County at 888-271-9286, and website, www.rc.state.az.us/napform1.htm, to report unlicensed construction or suspected home repair scams.  (Source:  Arizona Realtor Digest, January 2004, Vol. 26, No. 1)
